Maritime Governance Expanded Network for Innovation and Education (GENIE)

The Taiwan Maritime GENIE cohort attended the Taiwan International Ocean Form held in Taipei on July 8 and 9. Joining experts and public officials from 16 countries, four YCAPS scholars shared their insights as panelists during the two-day event. Panelists and Maritime GENIE participants made a courtesy call to visit and hear remarks from President Lai Ching-te, as well as enjoyed a tour of the Taiwan 101 tower.

The Yokosuka Council on Asia-Pacific Studies (YCAPS), in partnership with Taiwan's Ocean Affairs Council (OAC), successfully conducted the Taiwan Maritime GENIE (Governance Expanded Network for Innovation and Education) Workshop, bringing together 12 Maritime GENIEs from across the Indo-Pacific and Europe for an intensive week of learning, policy dialogue, and professional exchange in Taiwan.

Taiwan Maritime GENIE program's third webinar on June 23 was co-facilitated by Dr. Robert Chi-Ting Tsai, Associate Professor of Political Science at National Taiwan University. Dr. Tsai delivered a presentation on Taiwan's ocean governance policy and ongoing maritime initiatives. The webinar covered topics including ocean governance, fisheries management, maritime policy, and the role of the law of the sea and international law in shaping Taiwan's maritime approach.

The Taiwan Maritime GENIE cohort participated in its second official webinar, co-facilitated by Taiwan’s Ocean Affairs Council (OAC). During the session, Deputy Minister Raymond Sung delivered a presentation on Taiwan’s role in ocean governance. Sung outlined the OAC’s key responsibilities, including maritime security, public order in the sea, and maritime safety.

YCAPS proudly announces our latest report, Navigating Maritime Governance in the Indo-Pacific. This collection of ten briefs was first published with the East-West Center on May of 2025. The briefs in this series were created as the output of a series of tailored online professional development workshops designed to enhance the participants' skills and foster innovation in the area of maritime governance.

YCAPS, in partnership with the East-West Center, hosted the workshop of its Maritime GENIE (Governance Expanded Network for Innovation and Education) program's second cohort in Yokosuka and Tokyo, Japan. Starting in September 2024, 11 participants engaged in a series of online professional development meetings before the in-person workshop in Japan. These meetings involved subject matter experts on various maritime security topics.
