On 17 March, YCAPS hosted an ASPEN event in Yokosuka. This dinner brought together JMSDF and US Navy members to discuss professional topics and deepen personal relationships in a social setting. The group was particularly interested to discuss the rise of the PLA(N) with Professor Brian Chao, visiting from the U.S. Naval War College. Professor Chao cited five historical case studies of land powers attempting to build navies. Participants then considered what this history could indicate for 21st century China.
The Allied Security Practitioners Exchange Network (ASPEN) is an initiative hosted by YCAPS which focuses on professional development for Japanese and United States security professionals.
