    YCAPS and the Sasakawa Peace Foundation are delighted to announce our next event of the Community Conversations seminar series in Fussa. This event will feature Capt. Kentaro Furuya, who will present on the role of the Japan Coast Guard in armed conflicts. We will also be joined by Dr. Garren Mulloy from Daito Bunka University who will provide comments after Capt. Furuya's presentation.

     

    During this session, Capt. Furuya will provide a comprehensive overview of the Japan Coast Guard Control Guideline, recently formulated in April. Furthermore, he will delve into the emerging challenges that the Government of Japan presently confronts in this realm.

    Captain Kentaro Furuya (JCG) holds the positions of adjunct professor at the National Graduate Institute for Policy Studies (GRIPS), visiting professor at Keio University, and professor at the Japan Coast Guard Academy. He earned his first master’s degree from the World Maritime University (MSc) and a subsequent master's degree with Distinction from the University of Greenwich (MA). His career as a Coast Guard officer has been marked by a steadfast commitment to maritime safety and security operations at sea alongside active involvement in policy formulation onshore. He also assumed the role of a member of the Japanese delegation to the International Maritime Organization. In his current capacity, he serves as a faculty member of the Maritime Safety and Security Policy Program, a collaborative endeavor jointly administered by GRIPS and the Japan Coast Guard (JCG). This program equips students with the expertise, analytical acumen, and communication proficiencies pertinent to their respective roles. Captain Furuya's instructional purview encompasses the law of the sea, maritime security, and coast guard policies.

    Garren Mulloy is a Professor in the Faculty of International Relations and Graduate School of Asian Area Studies, Daito Bunka University, Japan. His research has focused primarily upon Japanese security, having completed a PhD on JSDF overseas operations at Newcastle University (2011), and he has written on contemporary defence, security, diplomacy and related issues, as well as historical studies of Japan, the UK, colonies, and war memorialisation. His book, Defenders of Japan: The Post-Imperial Armed Forces, 1946-2016-A History (London: Hurst & Co., 2021), combined historical and IR approaches, and he co-edited with Dr. Catherine Jones (St. Andrews) East Asia, Peacekeeping Operations, and Humanitarian Assistance and Disaster Relief (Abingdon: Routledge, 2021). He has also contributed book chapters, such as “Ordered to Disarm, Encouraged to Rearm: Japan’s Struggles with the Postwar”, in The Reconstruction of East Asia, 1945-65; Volume One: In the Ruins of the Japanese Empire: Imperial Violence, State Destruction, and the Reordering of Modern East Asia, edited by Barak Kushner and Andrew Levidis (Hong Kong University Press, 2020). During 2022-23, Garren was visiting the Faculty of Asian and Middle Eastern Studies, University of Cambridge, and his current research is upon Japan’s Free and Open Indo-Pacific (FOIP) approaches, a Catherine Jones-led Oceans Governance project, and a new solo project on Japan-Taiwan relations.
