The 2025 Cambodia–Thailand border conflict provides a revealing instance of how small navies can become operationally consequential in disputes that are often framed as land-centric. In this Indo-Pacific Maritime Hour webinar, Dr. Hadrien T. Saperstein will analyze the use of offshore fire support in the Trat/Chanthaburi littoral as a window into the evolving character of littoral warfare, especially for small and medium navies operating under tight political constraints. His presentation considers the interaction of doctrine, platform limitations, and escalation management, and assesses what the episode implies for future crisis dynamics along Southeast Asia’s densely populated coastlines.

Hadrien T. Saperstein holds a Ph.D. in International Relations from the London School of Economics and Political Science (LSE). His research bridges maritime strategic thought, international relations theory, and Southeast Asian small navies. His writing on Thailand and maritime security has appeared in outlets including CIMSEC, Strife Journal, New Mandala, Asia Centre, Future Directions International, 9DashLine, and East Asia Forum. He is currently developing a dissertation-turned-book offering a comprehensive history of the Royal Thai Navy.
