YCAPS is excited to announce the next event in the Community Conversations seminar series in the Yokosuka Community! This event will feature Dr. Yusuke Ishihara, Senior Fellow, Policy Studies Department at the National Institute for Defense Studies (NIDS), who will guide us in a discussion titled: “How Nixon's Deal with China Triggered Japan-US Alliance Transformation”.
The evolving geopolitical contestation and cooperation in today’s world cannot be adequately understood without reference to past systemic transitions of the post-Second World War international order and their long-ranging consequences. The early 1970s witnessed the beginning of a particularly consequential transition for Japan and East Asia in which the Nixon administration suddenly revealed the ongoing progress of Sino-U.S. rapprochement, a dramatic reversal of the Cold War tension and disconnect between an Asian communist giant and a Western hegemon.
This talk explores how Japan perceived and reacted to Sino-U.S. rapprochement and how the Japan-U.S. alliance transformed. It examines, in depth, the conceptual tools with which Japanese policymakers reconfigured the very raison d'être of the alliance. It also shows why Japan’s foreign policy of today still rests on some of Tokyo’s decisions in the early 1970s while also departing from the others.

Yusuke Ishihara is Senior Fellow, Policy Studies Department at the National Institute for Defense Studies (NIDS). He specializes in Japan’s international relations and Asia-Pacific security. He holds a PhD from Australian National University. His most recent publications include Indo-Pacific at a Crossroads (a Japanese co-authored book) and “Two Nixon Shocks and Postwar Bargains” (a Japanese journal article).
