YCAPS' Indo-Pacific Policy Dialogue will host a panel of experts to discuss the May 2022 Tokyo Quad Summit to foster a better understanding of the Quad’s evolution from a multinational perspective and what it means for the Indo-Pacific region.

The panel of experts will discuss the Tokyo QUAD Summit from a stakeholders’ perspective to gain insight into how each country involved in the Quad sees the Quad’s developmental trajectory. This webinar will explore the Tokyo Quad Summit, its successes, failures and uncertainties for the Indo-Pacific region. Key lines of enquiry include: 1) How does the Quad fit within the context of the Free and Open Indo-does Pacific (FOIP)?; 2) How can we understand the Quad’s approach to minilateralism; and 3) How can Quad plus alpha partnerships be strengthened by cooperation to promote shared interests in the region.

Speakers:

Dr. Satoru Nagao is a fellow (non-resident) at Hudson Institute, based in Tokyo, Japan. Dr. Nagao’s primary research area is U.S-.Japan-India security cooperation. He was awarded his Ph.D. by Gakushuin University in 2011 for his thesis, “India’s Military Strategy,” the first such research thesis on this topic in Japan. Dr. Nagao holds numerous other research positions, including director at International Security Industry Council, senior research fellow at the Japan Forum for Strategic Studies, specially-appointed research fellow at the Japan Forum on International Relations, research fellow at the Institute for Future Engineering (strategy, defense policy), a lecturer in Gakushuin University, associate at the Society of Security and Diplomatic Policy Studies, research fellow at the Security and Strategy Research Institute for Japan, senior fellow at the Institute of National Security Studies Sri Lanka, and senior research fellow of the Indian Military Review, Visiting Fellow (Indo-Pacific) & Honorary Convenor, Japan of Tillotoma Foundation in India. Dr. Nagao was a visiting scholar at the Center for Strategic and International Studies (CSIS), in Washington D.C. He worked previously as a research fellow at the Tokyo Foundation and the Ocean Policy Research Foundation in Tokyo. He was also a security analyst at the Ministry of Foreign Affairs (MOFA) and a first lieutenant of the Japan Ground Self Defense Forces (JGSDF).

Dr. Brendon J. Cannon is assistant professor at Khalifa University in Abu Dhabi. His research is at the nexus of international relations, security studies, and geopolitics. Dr. Brendon J. Cannon joined Khalifa University in 2016. He earned a PhD in Political Science with an emphasis on International Relations at the University of Utah, USA (2009). His research interests include contextualizing domestic, regional and international relations in eastern Africa, regional security in the Gulf and western Indian Ocean region, the political economy of ports, bases and airports, as well as the Indo-Pacific strategy of India, Japan, the US and Australia as well as China’s Belt and Road Initiative (BRI) as they relate to and are operationalized in Eastern Africa. He is the author of multiple articles and books. Cannon and Hakata are the editors of the new book “Indo-Pacific Strategies: Navigating Geopolitics at the Dawn of a New Age” (Routledge).

Ms. Mahima Duggal is a Research Associate with the Centre for Air Power Studies (CAPS) in New Delhi. Her research is focused on the changing balance of power and security issues in the Indo-Pacific region. Ms. Duggal has written extensively on subjects like Indian foreign policy, India-China ties, East Asian security dynamics, US alliances and partnerships in the Indo-Pacific, and Europe’s interest in the Indo-Pacific for both national and international platforms, including The Diplomat, Asia Times, South Asian Voices, 9DashLine, Council on Geostrategy (UK), and the Canon Institute for Global Studies (Japan). She has authored several peer-reviewed journal articles and numerous individual and co-authored chapters in edited volumes published internationally. She is co-editor of the volume The Great Game in the Indo-Pacific (KW Publishers, 2022). Ms. Duggal is also an Associated Research Fellow at the Stockholm Centre for South Asian and Indo-Pacific Affairs (SCSA-IPA) of the Institute for Security and Development Policy (ISDP) in Sweden, and the Editorial Assistant to Series Editor for Routledge Studies on Think Asia.

Ms. Baani Grewal is the lead India researcher at the Australian Strategic Policy Institute’s International Cyber Policy Centre. She also leads the Centre's strategic engagement with South Asia, with a focus on India. Her research and policy interests include the intersection of India’s domestic critical tech and cyber developments with Indian foreign policy, the Quad and technology, India’s 5G policies, South Asian regional dynamics and India-China border tensions. Baani has a Bachelor of Arts majoring in Asian Studies and International Relations from the University of New South Wales, Sydney. Prior to ASPI, Baani was a senior foreign policy research officer in the Political section of the Australian High Commission, New Delhi. She also worked in international development programs in India, with a focus on women’s rights

Dr. Stephen Nagy is a senior associate professor at the International Christian University in Tokyo, a fellow at the Canadian Global Affairs Institute (CGAI) and a visiting fellow with the Japan Institute for International Affairs (JIIA). His recent funded research projects are “Sino-Japanese Relations in the Wake of the 2012 Territorial Disputes: Investigating changes in Japanese Business’ trade and investment strategy in China”, and “Perceptions and drivers of Chinese view on Japanese and US Foreign Policy in the Region”. He is currently working on middle power approaches to great power competition in the Indo-Pacific. He is also the Director for Europe-Asia Research Cooperation at the YCAPS in Japan. Additionally, Dr. Panda is a Senior Fellow at The Hague Centre for Strategic Studies (HCSS), The Netherlands; and an International Research Fellow at the Canon Institute for Global Studies (CIGS) in Japan, and a Senior Fellow at the United States Services Institute of India. He is also the Series Editor for Routledge Studies on Think Asia. Dr. Panda is the author of the book India-China Relations (Routledge: 2017) and China’s Path to Power: Party, Military and the Politics of State Transition (Pentagon Press: 2010).
