On January 27th, 2023, YCAPS invited Toshi Yoshihara, a senior fellow at the Center for Strategic and Budgetary Assessments and adjunct professor in the Security Studies Program at Georgetown University to conduct a discussion on his latest publication, Mao’s Army Goes to Sea. The event was moderated by Brian Waidelich, Director for Maritime Security at YCAPS, and was joined by over 50 participants.

In the first half of the event, Dr. Yoshihara introduced his latest publication, Mao’s Army Goes to Sea where he discussed the developments the People's Liberation Army Navy (PLAN) experienced from 1949 to 1950. During the second half of the event, numerous questions arose such as to what extent did the pre-Soviet elements of PLAN survive until now. In response to these questions, Dr. Yoshihara emphasized his interest in assessing such questions in his future research.
